夫貧生於富,弱生於彊,亂生於治,危生於安。是故明王之養民也,憂之勞之,教之誨之,慎防萌,以斷其邪。故《》美「節以制度,不傷財,不害民」;《七月詩》,大小教之,終而復始。由此觀之,民固不可恣也。

今不顯行賞罰以明善惡,嚴督牧守以擒姦猾,而反數赦以勸之,其文帝曰:「謀反大逆不道諸犯,不當得赦皆除之,將與士大夫灑心更始。」歲歲灑之,然未嘗見姦人冗吏,有肯變心悔服稱詔者也。有司奏事,又俗以赦前之過,妨今日之顯舉。然則改往脩來,更始之詔,亦不信也。

且凡四海之內者,聖人之所以遺子孫也;官位職事者,群臣之所以寄其身也。傳子孫者,思安萬世;寄其身者,各取一闋。故常其言不久行,其業不可久厭。夫此誠明君之所察也,而聖主之所獨斷。今言不欲動民與煩可也。即然,當脩守禦之備。必今之計,令虜不敢來,無所得;令民不患寇,既無所失。今則不然,苟憚民力之煩勞,而輕使受滅亡之大禍。非人之主,非民之將,非主之佐,非勝之主者也。

凡人吉凶,以行為主,以命為決。行者、己之質也,命者、天之制也。在於己者,固可為也;在於天者,不可知也。巫覡祝請,亦其助也,然非德不行。巫史祈祝者,蓋所以交鬼神而救細爾,至於大命,末如之何。譬民人之請謁於吏矣,可以解過,不能脫正罪。設有人於此,晝夜慢侮君父之教,干犯先王之禁,不克己心,思改過善,而苟驟發請謁以求解免,必不幾矣。不若脩己,小心畏慎,無犯上之必令也。故孔子不聽子路,而云「丘之禱久矣」。《孝經》云:「夫然,故生則親安之,祭則鬼享之。」由此觀之,德義無違,神乃享;鬼神受享,福祚乃隆。故《》云:「降福禳禳,降福簡簡,威儀板板。既醉既飽,福祿來反。」此言人德義茂美,神歆享醉飽,乃反報之以福也。

且人有爵位,鬼神有尊卑。天地山川、社稷五祀、百辟卿士有功於民者,天子諸侯所命祀也。若乃巫覡之謂獨語,小人之所望畏,士公、飛尸、咎魅、北君、銜聚、當路、直符七神,及民間繕治蔑小禁,本非天王所當憚也。
