29 | 嚴朱吾丘... : | 今陛下昭明德,建太平,舉俊材,興學官,三公有司或由窮巷,起白屋,裂地而封,宇內日化,方外鄉風,然而盜賊猶有者,郡國二千石之罪,非挾弓弩之過也。禮曰男子生,桑弧蓬矢以舉之,明示有事也。孔子曰:「吾何執?執射乎?」大射之禮,自天子降及庶人,三代之道也。《詩》云「大侯既抗,弓矢斯張,射夫既同,獻爾發功」,言貴中也。愚聞聖王合射以明教矣,未聞弓矢之為禁也。且所為禁者,為盜賊之以攻奪也。攻奪之罪死,然而不止者,大姦之於重誅固不避也。臣恐邪人挾之而吏不能止,良民以自備而抵法禁,是擅賊威而奪民救也。竊以為無益於禁姦,而廢先王之典,使學者不得習行其禮,大不便。 |
