十二年春，平南王尚可喜疏请归老辽东。秋七月，平西王吴三桂、靖南王耿精忠并疏请撤藩。八月，尚书梁清标等分往云南、广东、福建经理撤藩事宜。十一月丙戌，三桂拘经理侍郎折尔肯等，杀云南巡抚朱国治，自称「天下都招讨兵马大元帅」，以明年甲寅为周王元年。总督甘文焜自杀，贵州巡抚曹申吉、提督李本深以下皆应。乃停撤平南、靖南二藩；梁清标、陈一炳召还。削三桂爵。十二月甲子，偏沅巡抚卢震弃长沙逃，沅州总兵崔世录被执。
