字尧夫，仲淹次子。幼警悟，八嵗能讲所授书，以父任为太祝。中皇佑元年进士，为养亲，久不拜官。父殁始出仕，以著作佐郎知襄城县。兄纯佑有心疾，奉之如父，药膳居服，皆躬亲时节之。宋庠荐试馆职，亦力辞曰：「辇毂之下，非兄养病地也」。签书许州观察判官，召为侍御史。因议濮王典礼，与执政不合，请出通判安州。歴陜西转运副使，召还知谏院，力奏王安石变法害民，作《尚书解》以进，安石大怒，乞加重贬。赖上知其无他，命知河中府，徙知成都路转运使。所至，戒州县停新法，勿遽行，安石益怒，左迁知和州、庆州。中罹谤，谪复知河中诸路。哲宗立，召为谏议大夫。元佑初，进吏部尚书、同知枢宻院事，歴右仆射兼中书侍郎。㑹党论大作，纯仁力主涣羣反，致攻击，求罢，连知二郡。寻召还，复拜右仆射。及章敦为相，坚求去，犹以救吕大防之贬窜，忤敦意，安置永州。时两目已失明，怡然就道。居三年，徽宗即位，显肃后同聴政，即日授纯仁光禄卿，分司南京。复遣中使至永赐茶药，谕虚相位以待纯仁捧诏感泣而已，乞归养疾，徽宗不得已许之，年七十五，卒，諡忠宣。
