9  | 光绪二年，英官马嘉理被害事起，英公使威妥玛会北洋通商大臣大学士直隶总督李鸿章，于七月二十六日在烟台议立条款。其第三端洋药一项，威使议请本国准为另立办法，与他项洋货有别，令英商于贩运洋药入口时，由新关派人稽查，封存栈房或趸船，俟售卖时，洋商照则完税，并令买客一并在关输纳厘金，以免偷漏。其应抽收厘税若干，由各员察看情形酌办。 |
| 15 | 权自我操，谁能过问？稽经诹律，理有同然，而措正施行，又无烦再计决也。臣奉命与各国事务，责无可辞。曾于接晤英使威妥玛时，论及鸦片宜加征税厘，翼可减瘾，威妥玛亦无以难之。适李鸿章至，臣偕赴总署，与威妥玛会商一次，李鸿章又独与威妥玛晤商两次，威妥玛意见不同，语多反覆，而于加价一节，尤断断然若重有所惜者。臣等如从其后议，以每箱八十两为定则，加数甚微，不但瘾无由减，适足为兴贩洋药者广其销路，而内地种罂粟贩烟土者得以藉口，并加征捐厘亦多窒碍。 |
