64  | 長安大風，發屋㧞木，秦宮中驚擾，或稱賊至，宫門晝閉，五日乃止。秦主尘推告賊者，刳出其心彊，太后弟平諫，生怒，鑿其頂而殺之。太后以憂恨卒。已而生下詔曰：「朕受天命，君臨萬邦，有何不善！而謗讟之音扇滿天下！殺不過千，而謂殘虐！行者比肩，未足為希，方當峻刑極罰，復如朕何！時潼關以西至長安，自去春以來，虎狼為暴，不食六畜，専務食人。羣臣謂禳之生曰：野獸饑則食人，飽當自止，何禳之有！且天豈不愛民哉？正以犯罪者多，故助朕殺之耳。 |
