10  | ○(癸未)二年春正月辛未，王祈谷于圆丘，配以太祖。乙亥，躬耕籍田，祀神农，配以后稷。祈谷籍田之礼始此。丁丑，宴群臣于天德，殿赐物有差。甲申，以崔承老为门下侍郞平章事。二月戊子，始置十二牧。诏曰：「天高为大，分象纬以著明，地厚无强，列山川而播气。庶望首天之类，咸悉乐生，足地之流，无不遂姓。见一夫之冒罪，则意甚泣辜，闻百姓之居贫，则情深责己，虽身居宫禁，而心遍蒸黎。旰食宵衣，每求启沃，听卑视远，冀籍贤良。爰凭方伯之功，允协闾阎之望，效虞书之十二牧，延周祚之八百年。」 |
