229  | 台之門戶，南路為鹿耳門，北路為鹿港、為八里坌，此官所設也；非官設者：鳳山有東港、打鼓，嘉義有笨港，彰化有五條港，淡水有大甲、中港、吞霄、後隴、竹塹、大安，噶瑪蘭有烏石港，皆商艘絡繹。至於沿海僻靜，港𣿭紛歧，多可徑渡。不獨商賈負販之徒，來往不時，居處靡定；其內地游手無賴及重罪逋逃者，溷跡雜沓並至。有業者十無二、三，地力人工不足以養，群相聚而為盜賊、為姦惡。則所以稽察而輯捕之者，難在周密。 |
| 241 | 二曰處游民。臺地口禁雖嚴，而港𣿭紛歧。自鹿耳門、鹿港、八里坌三正口外，南路則打鼓港、東港、大港、喜樹仔，北路則笨港、五條港、大甲、吞霄、後隴、中港、大安、烏石港，其它私僻港口，不可勝紀。無業之民，偷渡日多，非遊聚市廛，則肆為盜賊；捕治不勝其眾。若募為兵，若輩有可資生，亦所以區處之道。此處游民之說也。 |
