時渠魁未平，小㓂蜂起，宣化賊周臧、太原賊黃菴、芙蒥賊潘可利、雲南寧逺州紅衣賊長擎，俱叛附利，帝降㫖切責智政，以通為征夷大將軍充總兵官，馬瑛為𠫭將，帥師討利，尚書陳洽參贊軍務，智政俱削爵，充為事官，聴通節制。通既出師，一日，帝御文華殿，蹇義、夏原吉、楊士竒、楊榮侍，帝曰：「交阯自建郡縣以來，用兵無寧嵗，昨遣將出師，朕反覆思之，欲如洪武中使自為一國，嵗奉常貢以全一方民命，卿等以為何如？」義、原吉對曰：「太宗皇帝平定此方，勞費多矣，二十年之功，棄于一旦，臣等以為非是」。帝顧士竒、榮曰：「卿两人云何？」對曰：「交阯，唐、虞、三代俱在荒服之外，漢、唐以來，雖為郡縣叛服不常。漢元帝時，以賈捐之議罷珠崖郡，前史稱之。元帝中主猶能布行仁義，況陛下父母天下，與此豺豕較得失耶？」帝頷之。五月，下詔大赦交阯罪人，黎利、潘僚降，亦授職，停採辦金銀香貨，欲以弭賊，而賊無悛心。質實，寧逺州，元至治三年置，直隷雲南行省，明洪武十五年，屬臨安府，宣徳元年與安南。按明宣宗實錄，交阯太原、宣化二府屬縣隣近雲南寧逺州，其人皆紅衣黒胸，故號紅衣。賊土官知州刀吉罕縱令劫掠，命沐晟討之。頒外戚事鑑及厯代臣鑑。
