49  | 向敏中等與趙徳明議朝廷所降要約事，德明累遣人告敏中等云：「遣親弟宿衛上世，未有此例，其他則願遵承」，仍欲以良馬槖駞千計入貢，辭意懇切。己丑，敏、中等具其事以聞，且言要約未備，故不敢請行封爵，上曰：「逺方之俗，本貴覊縻耳」。乃詔諭敏中等：「如德明再遣人至，果不欲令親弟宿衛，則所乞回圖徃來及放行青鹽之禁，朝廷並不許，然不阻其歸順之志也」。陳堯叟言：「青鹽如置㩁場，官亦不可買之，蓋平夏青鹽甚多，若官買，必須官賣，既亂禁法，且解州兩池鹽不復行矣」。上曰：「德明如遣子弟宿衛，則許放行青鹽，豈是不亂禁法也？今㩁場既不為買，當先以文告諭之，若異時德明復有懇請，則當令搉場量定分數收市」。庚寅，詔河北、河東、陜西所屯禁軍，令部署、鈐轄、都監等常加訓習。 上聞河東効順第一軍屢經逺戍，頗歴勞苦，欲升奨之，乃抽赴京簡閱，以補虎翼名闕。壬辰，府州折惟昌言：「有堂叔陷契丹，其二子素不檢束，令轉運司送赴闕，乞量加録用」。上曰：「彼生於邊郡，一旦離去鄉井，寜免失所，可嚴加誡約」。復優賜遣還。乙未，令河北縁邊不得焚牧馬草地。 |
