| 29 | 癸卯，上謂宰臣：「京府浩穰，吏民狡猾，當官者倍須防閑。朕尹京日，有醉犯夜者，問之，乃豪家傭力之人，朕以所犯蓋豪民常態，非傭力者所為，雖已引伏，潛遣人察之，移司別鞫，犯者果其主也。又承前當直司止分左右廂，未嘗更代，朕始令每季一替，蓋不欲其久於事而生姦耳」。 河東轉運使宋摶等薦代州承受使臣王白，上曰：「朝廷置此職，欲令視軍政，察邊事」。況頻入奏報，固已詳其行止，無假論薦，因詔諸路，無得奏舉承受使臣。初撫水蠻諸酋長，一歳中凡五詣闕，輸器甲，誓不犯邊，既而侵軼如故，於是䝉填詣冝州，自言乞入覲謝前過，冝州以聞，丁未，詔守臣諭䝉填，如盡還所掠民貲畜，乃從其請。 交州既定，黎龍廷自稱靜海節度使、開明王，移牒廣南，欲遣其弟詣闕進奉。卲、曄等惡其稱號，不敢報，具以聞。上曰：「窮荒異俗，不曉事體，安足怪也」。即詔等諭意，令削去偽官，乃得入貢。 趙德明又遣使貢馬百五十匹，謝前答賜之物，賜襲衣、金帯及器幣等答焉。乃詔張崇貴諭其使，自今答賜，勿復謝恩。己酉，遣使祭汴口。 |
