16  | 庚午，河北安撫使何承矩等言：「昨准詔縁邊人戶自修好後，未復業者，令安撫司招誘之。臣慮北境猜忌，以為招誘䧟敵之人，事體非便，輙増水旱逃移等語，使彼不疑」。上覽之，謂王欽若等曰：「可諭承矩，自今宣敕，如有未便，非機宜急速，當具事疾置待報」。欽若因曰：「朝廷比置安撫司，固將招誘流民，俾復農業，而承矩等不能勤官思職，兹又擅改詔文，援漢汝南太守蟲皇柔及太常周仲居不收赤仄錢故事，請罪承矩等」。上以承矩任邊有功，特優假之。 |
| 26 | 上居明德太后喪，外雖從易月之制，而宫中縞素三年，自非凱還郊廟不舉樂，羣臣屢以為請，戊戌，始許之。趙德明屢修貢，即戒邊臣各守地分。是月，有伊實、潘保薛等四族來投鎮戎軍，秦翰出兵援之，德明訴其事于朝，願舉刑章，翰言：「四族本皆熟戶，兹還舊居，非新有所招納也」。乃詔翰與張崇貴移牒報德明，自今勿復侵擾境外。 |
