11  | 免山东及淮安、徐州今年夏税秋粮之半，停罢一切官买物料。诏曰：「朕承大统，主宰天下，上惟天命之重，下念民生之艰，夙夜忧劳，惟恐一夫不得其所，屡诏求言，冀达民隐，而山东诸郡及淮安、徐州之境频岁旱涝，年榖无收，今之秋成犹未可，必民乏衣食，有父母妻子不得相济，冻馁呻吟，流于道路，郡县之官漠不留意，而又有科买之扰，岂称为民父母之道？可全免今年夏税。其秋粮减半徵收。自今年四月以上（《广本》、《抱本》、《晨本》、《诏制》「上」作「前」），各衙门一应收买及科派物件（《广本》、《晨本》「件」作「料」），除桑穰（《晨本》「桑穰」作「京饟」）仍纳外，其余未到官者，尽行停罢，已到官者，从实起解，不许欺隐，若实无见物，而先已虚报，在官亦不许再科于民以足其数，虚报之数，俱宥不问，其郡县之官，务尽抚辑安养之道，毋纵（《广本》「纵」下有「为」字）贪刻以重困之，庶几副朕閔恤黎元之意。」时有至自南京者，上问道路所过民情何似？对曰：「淮安、徐州及山东境內民多乏食，而有司徵夏税方急。」遂召问少师蹇义，所对亦然 。 |
