12  | 上坐西角门，召大学士杨士奇等，令草诏悉免其今年夏税及秋粮之半，官置（《广本》、《抱本》、《晨本》「置」作「买」）物料一切停罢，士奇对曰：「皇上俯恤民穷，诚出于圣仁，若斯事亦可令户部、工部与闻。」上曰：「姑徐之，救民之穷，当如救焚拯溺，不可迟疑，有司虑国用不足，必持不决之意，卿等姑勿言。」命中官具楮笔，令士奇等就西角门楼书诏，上览毕，即命用玺已遣使赉行，上顾士奇曰：「汝今可语户部、工部，朕悉免之矣」。左右或言地方千余里，其间未必尽无收，亦宜有分别，庶不滥恩，上曰：「恤民宁过厚，为天下主，岂可与民寸寸计较耶！」 |
