34  | ○上念驿传重繁故元之民有役马夫而至破家者乃谕中书省臣曰善治者视民犹己爱而勿伤不善者徵歛诛求惟日不足殊不知君民一体民既不能安其生君亦岂能独安厥位乎譬之驭马者急衔勒厉鞭策求骋不已鲜不颠蹶马既颠蹶人独能无伤乎元之末政宽者失之纵猛者失之暴观其驿传一事尽百姓之力而苦劳之此与驭马者何异也岂可蹈其覆辙耶自今马夫必以粮富丁多者充之庶几其力有余有司务加存抚有非法扰害者罪之 |
