《卷一》
4  | 請縱言廣東：香港與尖沙嘴裙帶路，三嶼相連，周百餘裏，堪避風浪，而孤懸海面，亦粵之舟山耳。夷與我通商，則必入虎門方能貿易，不與通商，則夷雖孤處香港無益。其地距廣州四百餘裏，距虎門二百餘裏，何預咽喉利害。次則沙角、大角炮台，遠隔虎門之外，江面寥闊，大炮僅及中泓，不足遏夷艘，適足招夷炮，何必守？所宜守者，虎門之橫檔三門，與虎門內烏湧。再進曰獵得，曰大黃𣽸。蓋廣東外城卑薄，而城外市廛鱗次，必應扼其要口，以為外障。至四方炮台，踞省城後山，俯視全城，乃國初王師破城所設是攻城之要，非守城之要也。事平後早宜毀折，而阻其上山之徑，乃不嚴守省河要口，而反守四方炮台，即使不失守，其炮能遙擊夷船乎？抑將俯擊城中之人乎？其失地利者二。然則如之何？曰：拆去四方炮台，增修外城，沉舟筏於獵得、大黃氵窖，倚山近水，堅築土城，守以兵炮，使夷兵斷不能闖省城，而後潛遣人椿塞烏湧上下，火舟乘夜夾攻者上策，棄沙角、大角，固守虎門者次之，弛內備而徒爭香港者為下。 |
