前年河決豐縣、單縣口亦潰，魚臺、濟寧間平地成湖。河臣李化龍上言：「自泇河既成，起直河至夏鎮，與黃河隔絶山東南直間河不能為運河害。獨朱旺口以上，法單則單沼決，曹則曹魚，及豐、沛、徐、邳、魚、碭皆命懸一線，隄防宜急」。會化龍憂去，曹時聘代。至是時，聘大濬朱旺口，凡役夫五十萬六，閲月工竣。自朱旺達小浮橋延袤百七十里，渠廣隄厚，河歸故道焉。沛時河道總督曹時聘言：「舊河既疏，決口已塞，勢必 。然東下新挑之河，其深廣僅半上源，則放水之後，行隄亟宜補築。即曹縣之王家口、曹家樓、儀封之小宋集、蘭陽之銅瓦廂，祥符之張家灣，比之伏秋防守，更宜加謹。其最險要者，王家大壩、黃壩新隄皆洶溜經行之處，令管河各官儲料，集夫時刻，防備勿懈」。時工部又奏：「總河大挑之役業已奉㫖興工矣。朱旺口二股原係黃河中路，北股出濁河者，再疏再壅。南股出小浮橋者，地形卑下，可因就下之河形復已湮之故道。其問義安之建壩，徐州之砌隄，正使水不旁溢，滔滔東注，弗蹈往者，黃堌符離之故轍，為泗濱憂，蓋濟運䕶陵，未始不兩利而兼成耳。今如前議疏浚引水東注，或於南岸倍加封幚築，勿令侵潰，仍將下流分水之說詳求至當，以底成功」。並從之。質實，朱旺口在碭山縣西。十一月，皇長孫由校生。
