46 | 裴德,裕济子,以录荫自四门助教拜太子右赞善大夫,累官少府监勲、上柱国,爵开国侯,以老分司西京为吏,廉清不扰,始知蓬、绛、解、虢、泽、沂六州皆有能政。刘综字居正,河中虞乡人,少依外兄通远军使董遵诲,遵诲尝遣贡马,太祖嘉其敏辨,将授三班,综自陈素习词业,愿应科举。及还,上解真珠盘、龙衣,令赐遵诲,综辞曰:「遵诲人臣,安敢当此」。上曰:「吾委遵诲方面,不以此为疑也」。雍熙二年,第进士,为卭州军事推官,就改永康军判官,迁大理评事、判眉州,转太仆寺丞。代还,对便殿,言益州长吏,望慎择其人,上嘉之,改太子中允。未几,果有李顺之扰,复召见,面赐绯鱼。寻为三门发运司水陆转运使、通判大名府。服阕,知建安军,请降天长军为县,隶扬州,以六合县隶建安军,自是民力均济。时淮南转运使王嗣宗兼发运使,请复置都大发运司,专干其职。至道二年,迁太常丞,职事修举,多称荐之。咸平初,判三司都理文凭由司,出为河北转运副使。尝言:「州县幕职官以昏耄放罢者,其间实有廉谨之士,全藉禄廪以济朝夕。望自今竝除致仕官」。又言:「法官断狱皆引律令,及其奏御,复云虑未得中,别取进止,殊非一成不变之道,望降㫖约束」。时河北幕职、州县官多不习风俗,请竝以河朔人充之。徙陜西转运副使,转太常博士。梁鼎议禁解盐,官自货鬻,命综与杜承睿制置青白盐事。综条上利害,力言非便,卒罢其事。时献言者多请弃灵州,综上言曰:「国家财力雄富,士卒精鋭,而未能剪除凶孽者,诚以赏罚未行,而所任非其材故也。今或轻从羣议,欲弃灵州,是中贼之奸计矣。且灵州民淳土沃,为西陲巨屏,所宜固守以为捍蔽,然后于浦洛河建军城,屯兵积粮,为之应援,此暂劳永佚之势也。况镇戎军与灵州相接,今若弃之,则原、渭等州益须设备,较其劳费十倍而多,则利害之理昭然可验矣」。俄充转运使。四年,议于镇戎军置屯田务,录唐安国镇制置城壕镇戎古记》石本以进,诏从其请。俄诣阙奏事,称㫖,赐金紫、缗钱五十万,复遣涖职。又尝言:「西川、荆湖、江浙、福建、广南知州或地居津要,或户口繁庶,望亲加选任。其执政旧臣及给、舍以上知州处,亦宜择通判。又京朝官当任远官者,率以父母未葬为辞,宜禁」。从之。五年,拜工部员外郎兼侍御史知杂事。六年,迁起居舍人,再为河北转运使。继领漕任,号为详练,上眷曯甚厚,警急辄资其奏处。辽请和,乃遣近臣谕以擢用意。景德三年,召拜户部员外郎、枢密直学士、勾当三班院。言:「御史员数至少,望诏两制以上各举才堪御史者充。三院共署十员,苦出使按狱,官吏能否,生民利病,刑狱枉滥,悉得察举。四年,西幸,道出河阳,权知孟州事,复知并州,以政绩闻。州民乞留,优诏嘉奬。归朝,知审官院,改吏、礼二部郎中,充职,兼知通进、银台封驳司。大中祥符四年,馆伴契丹使,因作《大雪歌》以献,即命同知贡举,俄权知开封府。以贵要交结富民,奏授试秩,颇紊公政,请加抑止,从之。七年,求典河中,上以大宁宫庙长吏奉祠,而综艰于拜起,命知庐州。明年,授右谏议大夫。八年,卒,年六十一。综强敏有吏材,所至抑挫豪右,振举文法,时称干治。子建,中正中,竝赞善大夫。弟绰,淳化三年进士,官刑部郎中。 |
