16  | 庚午，河北安抚使何承矩等言：「昨准诏縁边人户自修好后，未复业者，令安抚司招诱之。臣虑北境猜忌，以为招诱䧟敌之人，事体非便，輙増水旱逃移等语，使彼不疑」。上览之，谓王钦若等曰：「可谕承矩，自今宣敕，如有未便，非机宜急速，当具事疾置待报」。钦若因曰：「朝廷比置安抚司，固将招诱流民，俾复农业，而承矩等不能勤官思职，兹又擅改诏文，援汉汝南太守虫皇柔及太常周仲居不收赤仄钱故事，请罪承矩等」。上以承矩任边有功，特优假之。 |
| 26 | 上居明德太后丧，外虽从易月之制，而宫中缟素三年，自非凯还郊庙不举乐，羣臣屡以为请，戊戌，始许之。赵德明屡修贡，即戒边臣各守地分。是月，有伊实、潘保薛等四族来投镇戎军，秦翰出兵援之，德明诉其事于朝，愿举刑章，翰言：「四族本皆熟户，兹还旧居，非新有所招纳也」。乃诏翰与张崇贵移牒报德明，自今勿复侵扰境外。 |
