4 潛夫論:
夫用天之道,分地之利,六畜生於時,百物取於野,此富國之本也。游業末事,以收民利,此貧邦之源也。忠信謹慎,此德義之基也。虛無譎詭,此亂道之根也。故力田所以富國也。今民去農桑,赴游業,披采衆利,聚之一門,雖於私家有富,然公計愈貧矣。百工者所使備器也。器以便事為善,以膠固為上,今工好造雕琢之器,僞飾之巧,以欺民取賄,雖於奸工有利,而國界界疑計愈病矣。商賈者所以通物也。物以任用為要,以堅牢為資,今競鬻無用之貨,淫侈之弊,以惑民取産,雖於淫商有得,然國計愈失矣。此三者,外雖有力富家之私名,然內有損民貧國之公費費作實,故為政者明督工商,勿使淫僞,困辱游業,勿使擅利,寬假本農而寵遂學士,則民富而國平矣。

15 潛夫論:
後賢雖有憂君哀主之情,忠誠正直之節,然猶且沉吟觀聽,是以忠臣必待明君乃能顯其節,良吏必待察主乃能成其功,故聖人求之於己,不以責下也。凡為人上,法術明而賞罰必者,雖無言語而勢自治,法術不明而賞罰不必者,雖日號令然勢自亂,是故勢治者雖委之不亂,勢亂者雖之不治也。堯、舜拱己無為而有餘,勢治也。胡亥、王莽馳騖而不足,勢亂也。故曰:善者求之於勢,弗責於人,是以明王審法度而布教令,不行私以欺法,不黷教以辱命,故臣下敬其言而奉其禁,竭其心而稱其職,此由法術明也。是故聖人顯諸仁,藏諸用,神而化之,使民宜之,然後致其治而成其功,功業效於民,美譽傳於世,然後君乃得稱明,臣乃得稱忠,此所謂明據下作,忠依上成,二人同心,其利斷金者也。
