乱世之中,亡国之臣,非独无忠臣也;治国之中,显君之臣,非独能尽忠也。治国之人,忠不偏于其君;乱世之人,道不偏于其臣。然而治乱之世,同世有忠道之人。臣之欲忠者不绝世,而君未得宁其上,无遇比干、子胥之忠,而毁瘁主君于暗墨之中,遂染溺灭名而死。由是观之。忠未足以救乱世,而适足以重非。何以识其然也?曰:父有良子而舜放瞽叟,桀有忠臣而过盈天下。然则孝子不生慈父之家,而忠臣不生圣君之下。故明主之使其臣也,忠不得过职,而职不得过官。是以过修于身,而下不敢以善骄矜。守职之吏,人务其治,而莫敢淫偷其事。官正以敬其业,和顺以事其上,如此则至治已。亡国之君,非一人之罪也;治国之君,非一人之力也。将治乱,在乎贤使任职而不在于忠也。故智盈天下,泽及其君;忠盈天下,害及其国。故桀之所以亡,尧不能以为存。然而尧有不胜之善,而桀有运非之名,则得人与失人也。故廊庙之材,盖非一木之枝也;粹白之裘,盖非一狐之皮也;治乱安危,存亡荣辱之施,非一人之力也。
