今天下為政者,其所以寡人之道多,其使民勞,其籍歛厚,王引之云:「籍斂,稅斂也。《大雅·韓奕》篇『實畝實籍』,箋曰『籍,稅也』。正義引宣十五年公羊傳曰『什一而籍』。」民財不足,凍餓死者不可勝數也。且大人惟毋興師以攻伐鄰國,「惟毌」吳鈔本作「唯無」。畢本「毋」改「毌」,云「毌」同「貫」。案:畢校非也,唯毋,毋,語詞,說詳《尚賢中》篇。者終年,速者數月,男女不相見,此所以寡人之道也。與居處不安,飲食不時,作疾病死者,有與侵就𠋠橐,有,讀為又。侵就未詳。橐,以舉火攻城之具,見《備穴》篇。《韓非子·八說》篇云:「干城距衝,不若堙穴伏橐」,疑此「𠋠」,亦當為「伏」之訛。畢云:「『𠋠』,即『援』字異文。」攻城野戰死者,不可勝數。此不令為政者,所以寡人之道數術而起與?畢云:「『令』,當為『今』。」戴云:「不,猶非也。」聖人為政特無此,「此」字疑當重,誤脫其一。不聖人為政,其所以眾人之道亦數術而起與?」故子墨子曰:「去無用之費,王云:「舊本脫『費』字,中篇曰『諸加費不加于民利者,聖王弗為』,今據補。」聖王之道,天下之大利也。」
