湯將放桀于中野,士民聞湯在野,皆委貨扶老攜幼奔,國中虛。桀請湯曰:「國所以為國者,以有家,家所以為家者,以有人也。今國無家無人矣,君有人,請致國,君之有也。」湯曰:「否。昔大帝作道,明教士民,今君王滅道殘政,士民惑矣,吾為王明之。」士民復致于桀曰:「以薄之君,濟民之殘,何必君更?」桀與其屬五百人南徙千里,止于不齊,不齊士民往奔湯於中野。桀復請湯,言「君之有也」湯曰:「否。我為君王明之。」士民復重請之,桀與其屬五百人徙于魯,魯士民復奔湯,桀又曰:「國,君之有也。吾則外,人有言,彼以吾道是邪?我將為之。」湯曰:「此君王之士也,君王之民也,委之何?」湯不能止桀,湯曰:「欲從者從君。」桀與其屬五百人去居南巢。湯放桀而復薄,三千諸侯大會,湯取天子之璽,置之天子之坐左,退而再拜,從諸侯之位。湯曰:「此天子位,有道者可以處之,天下非一家之有也,有道者之有也。故天下者,唯有道者理之,唯有道者紀之,唯有道者宜久處之。」湯以此三讓三千諸侯,莫敢即位,然後湯即天子之位,與諸侯誓曰:「陰勝陽即謂之變,而天弗施,雌勝雄即謂之亂,而人弗行。故諸侯之治政,在諸侯之大夫治與從。」
