8 氾論訓:
故聖人所由曰道,所為曰事。道猶金石,一調不更;事猶琴瑟,每弦改調。故法制禮義者,治人之具也,而非所以為治也。故仁以為經,義以為紀,此萬世不更者也。若乃人考其才,而時省其用,雖日變可也。天下豈有常法哉!當于世事,行於人理,順於天地,祥於鬼神,則可以正治矣。古者人醇工龐,商樸女重,是以政教易化,風俗易移也。今世德益衰,民俗益薄,欲以樸重之法,治既弊之民,是猶無鏑銜策錣而御馯馬也。昔者,神農無制令而民從,唐、虞有制令而無刑罰,夏后氏不負言,殷人誓,周人盟。逮至當今之世,忍訽而輕辱,貪得而寡羞,欲以神農之道治之,則其亂必矣。伯成子高辭為諸侯而耕,天下高之。今之時人,辭官而隱處,為鄉邑之下,豈可同哉!古之兵,弓劍而已矣,槽矛無擊,修戟無刺;晚世之兵,隆沖以攻,渠幨以守,連弩以射,銷車以鬥。古之伐國,不殺黃口,不獲二毛。于古為義,於今為笑。古之所以為榮者,今之所以為辱也;古之所以為治者,今之所以為亂也。夫神農、伏羲不施賞罰而民不為非,然而立政者不能廢法而治民;舜執幹戚而服有苗,然而征伐者不能釋甲兵而制強暴。由此觀之,法度者,所以論民俗而節緩急也;器械者,因時變而制宜適也。
