| 28 | 卷一: | 昔者、周道之盛，邵伯在朝，有司請營邵以居。邵伯曰：「嗟！以吾一身，而勞百姓，此非吾先君文王之志也。」於是，出而就蒸庶於阡陌隴畝之間，而聽斷焉。邵伯暴處遠野，廬於樹下，百姓大悅，耕桑者倍力以勸，於是歲大稔，民給家足。其後在位者驕奢，不恤元元，稅賦繁數，百姓困乏，耕桑失時。於是詩人見召伯之所休息樹下，美而歌之。《詩》曰：「蔽茀甘棠，勿剪勿伐，召伯所茇。」此之謂也。 |
