天子：三公，九卿，二十七大夫，八十一元士。The son of Heaven had three dukes, nine high ministers, twenty-seven Great officers, and eighty-one officers of the chief grade.
大國：In a great state
三卿； there were three high ministers,
皆命於天子； all appointed by the son of Heaven;
下大夫五人， five Great officers of the lower grade;
上士二十七人。 and twenty-seven officers of the highest grade.
次國：In a state of the second class
三卿； there were three high ministers,
二卿命於天子，two appointed by the son of Heaven
一卿命於其君； and one by the ruler;
下大夫五人， five Great officers of the lower grade;
上士二十七人。 and twenty-seven officers of the highest grade.
小國：In a small state
二卿； there were two high ministers,
皆命於其君； both appointed by the ruler;
下大夫五人，five, Great officers of the lower grade;
上士二十七人。 and twenty-seven officers of the highest grade.
