(The quality of indulgence)
圣人无常心，The sage has no invariable mind of his own;
以百姓心为心。 he makes the mind of the people his mind.
善者，To those who are good (to me),
吾善之； I am good;
不善者， and to those who are not good (to me),
吾亦善之； I am also good;
德善。 - and thus (all) get to be good.
信者， To those who are sincere (with me),
吾信之； I am sincere;
不信者， and to those who are not sincere (with me),
吾亦信之； I am also sincere;
德信。 - and thus (all) get to be sincere.
圣人在天下，The sage has in the world
歙歙为天下浑其心，an appearance of indecision, and keeps his mind in a state of indifference to all.
百姓皆注其耳目， The people all keep their eyes and ears directed to him,
圣人皆孩之。 and he deals with them all as his children.
