176  | 五月癸巳，巴塘等屬喇嘛脅河西蠻作亂，官軍討平之。乙未，命王士珍以侍郎銜署江北提督。丙申，西陵禁山火。丁酉，瞿鴻禨罷。己亥，授鹿傳霖軍機大臣。命醇親王直軍機。辛丑，王文詔罷，命張之洞協辦大學士。癸卯，崇禮卒。丁巳，改按察使為提法使，置巡警、勸業道，裁分守、分巡各道，酌留兵備道，及分設審判廳，備司法獨立，增易佐治員，備地方自治，期十五年內通行。戊午，詔：「憲法，官民均有責任，凡知所以預備之方、施行之序者，許各條舉，主者甄採以聞。」安徽候補道徐錫麟刺殺巡撫恩銘，錫麟捕得伏誅。 |
