66  | 王拱辰，字君貺，開封咸平人，舉進士第一，為翰林學士。遼使劉六符來求闗南地，斥太平興國，舉兵為無名，舉朝莫知所答，拱辰曰：「王師征河東，遼既通使，而冦石嶺闗以援賊，遂因軍伐之，豈謂無名？」乃作報書曰：「既交石嶺之鋒，遂起衡門之役」。遼得報，繼好如初，上喜，謂輔臣曰：「非拱辰深練故實，殆難答也」。後知并州。元豐初，以宣徽南院使判大名府。時河東等三路籍民為保甲，抗言曰：「非止困其財力，奪其農時，是以法驅之使陷於罪罟也。浸淫為大盗，其兆已見，縱未能盡罷，願裁損下戶以紓之」。於是第五等戶得免。卒，諡懿恪。 |
