138  | 張商英，字天覺，蜀州新津人也。中進士第，調通州簿。章惇薦其才，召對，除光祿寺丞、權檢正中書禮房公事，加太子中允、監察御史裏行。是時，神宗厲精政事，廷臣有言惬意者，驟見進用。商英上疏曰：「陛下即位以來，更張改造者數十百事，其最大者三事也：一日免役，二曰保甲，三曰市易。三者得其人，緩而講之則為利，非其人急而成之則為害。臣願陛下與大臣宜安靜休息行之，茍一事未已，一事復興，雖使禆諶適野而謀思，持籌而筭，終莫見其成也。哲宗立，除開封府推官，時朝廷稍更新法之不便於民者，商英上書言：三年無改於父之道，可謂孝矣。今先帝陵土未乾，即議更變，得為孝乎？紹聖元年，以右正言遷左司諌，徽宗立，除中書舍人。大觀四年，蔡京罷相，除龍圖閣學士、知杭州，賜對，奏曰：「神宗修建法度，務以去害興大利而已，今誠一一舉行，則盡紹述之美法，若有●不可不變，但不失其意足矣」。尋除中書侍郎，拜右僕射，乆旱，彗出天心，是夕，大●彗不見，徽宗喜，親書「商霖」字以賜之，復觀文殿大學士，卒。商英學浮圖法，自號無盡居士。 |
