初，崇煥以忤忠賢去，忠賢既伏誅，廷臣争請召崇煥，至是進兵部尚書，督師薊遼，兼督登萊、天津軍務所司，敦廹上道，比至都，帝召見平臺，咨以方畧，對曰：臣受陛下特眷，願假便宜，計五年全遼可復」。帝退少憇，時廷臣咸在，給事中許譽卿叩以五年之畧，崇煥言聖心焦勞，聊以相慰耳。譽卿曰：上英明，安可漫對？異日按期接效，奈何？」崇煥撫然自失，頃之，帝出，即奏言：「東事本不易竣，陛下既委臣，臣安敢辭難？但五年內戶部轉軍餉，工部給噐械，史部用人，兵部調兵選將，須中外事事相應，方克有濟」。帝為飭四部，臣如其言。崇煥又言：「以臣之力守金、遼有餘，調衆口不足，一出國門，便成萬里，忌能妬功，夫豈無人，即不以權力掣臣肘，亦能以意見亂臣謀。帝起立，傾聴諭之曰：卿勿疑慮，朕自有主持」。大學士劉鴻訓等復請賜崇煥尚方劍，假之便宜，帝悉従之。崇煥又以前此熊廷弼、孫承宗皆為人所排構，不得竟其志，乃上言：「恢復之計，不外臣昔年以遼人守遼土，以遼土養遼人，守為止著，戰為竒著，和為旁著之說，法在漸不在驟在，實不在虛，此臣與諸臣所能為。至用人之人與為人用之人，皆至尊司其鑰，何以任而勿貳，信而勿疑？葢馭邊臣與廷臣異，軍中可驚可疑者殊多，但當論成敗之大局，不必摘一言一行之微瑕，事任既重，為怨實多，諸有利于封疆者，皆不利于此身者也，是以為邊臣甚難。臣非過慮，但中有所危，不得不告」。帝優詔答之。質實，許譽卿，字公實，松江華亭人。五月，李國𣚴罷。
