208  | 耿秉，字直之。淳熙十年，知鎮江軍府。時三縣合催畸零稅，總為錢三千餘貫，被擾者數萬家，秉悉蠲之，代以公帑之贏，去後，民猶思之。傅伯成，字景初。嘉定三年，知鎮江府，全活飢民，瘞藏野莩圖山砦。兵素與海盜為地，伯成廉知姓名，捕而鞫之，獄具，請貸其死，黥隸諸軍。趙善湘，字清臣，嘉定中知鎮江，敎浮水軍五百人，能潛行水底，制多槳船五百艘，無問風勢逆順，疾㨗如飛。又造赤馬、白鷂二大舟，每舟可載二千人，每一蒐閲，舳艫參錯，角技奏樂，如履康莊。陳景周，嘉定時授溧陽尉，民負氣喜鬬，獄多滯囚。景周謂察獄在初而初情，惟尉能得故職，所當親雖猥，不憚言有可察，雖微必證。邑自是無寃民。 |
