，字稚圭，相州安陽人。弱冠舉進士，名在第二。方唱名，太史奏日下五色雲見，左右皆賀。授將作監丞、通判淄州，入直集賢院，監左藏軍。歴開封府推官、三司度支判官，拜右司諫。奏罷宰相及參政無能者四人，凡事有不便，輒極言之。由知制誥、安撫益州，活饑民百九十萬副。夏竦為陜西經略招討使，尋兼安撫秦鳳，與范仲淹威名同重，一時天下稱為韓范。入為樞宻副使，以羣小多異議請外任。嘉祐元年，拜同中書門下平章事，封儀國公，力請定儲。英宗立太后，垂簾聴政，寺人搆兩宮成隙，賴琦調䕶，人情乃安。及還政，拜右僕射，封魏國公，再請英宗建儲以安社稷。神宗即位，進司空兼侍中，年六十八薨，贈尚書令，諡忠獻。
