齊之鸞，字瑞卿，桐城人。正德六年進士。改庶吉士，授刑科給事中。十一年冬，帝將置肆於京城西偏。之鸞上言：「近聞有花酒鋪之設，或云車駕將臨幸，或云朝廷收其息。陛下貴為天子，富有四海，乃至競錐刀之利，如倡優館舍乎？」應州奏捷，帝降敕：「總督軍務威武大將軍總兵官朱壽剿寇有功，宜特加公爵」。制下，舉朝大駭。之鸞偕諸給事中上言：「自古天子亦有親臨戰陣勘定禍亂者，成功之後，不過南面受賀，勒之金石，播之歌頌已耳，未有加爵酬勞，如今日之顛倒者。不知陛下何所取義，為此不祥之舉，以駴天下耳目，貽百世之譏笑也。」
