8  | 乙未，提舉河北鹽稅司言：「請自今許令商賈以所販鹽，於有監官處所屬場務，依條例輸納稅錢，召本處等第人戶委保出給小引，量所賣處人烟地里逺近、鹽數多少，給鑿日限，毋得過三十日，搬運赴無監官、鎮店從便貨賣，依限勾收元引」。從之。 初，河東經畧安撫使滕元發言，請自元祐二年後，賣到鹽數，與熙寧中課額比較，取酌中一年為法。尋下河東轉運司及河東、陜西措置礬事所同相度，欲將代州管界賣鹽年額，先除去元祐元年所増斤兩，仍於舊額內量減零數，每年以八十五萬斤為賣鹽祖額，應所管界內外場務，並於舊額上據斤兩多少，均勻裁減」。從之。丁酉，詔髙麗進貢，特賜銀器五千兩。戶部言：「請諸路轉運司管當帳司兼管當本司文字官，職事繁冗，乞比類選人充提刑司檢法官、州學教授及監當場務，給驛料」。從之。 專切提舉出賣解鹽官孫逈言：請西京、河陽、鄭州并管下逐縣並非本司所差官賣鹽地分，其廵檢、縣尉等，自來所獲犯人，並送所屬州縣斷賞，竊恐不依條法，請令西京、河陽、鄭州並管下逐縣斷賞，有不如法，並依本司見管賣鹽州縣條例按劾」。從之。己亥，詔文武官有犯同案事干邊防軍政者，令刑部定斷，申尚書省，仍三省樞密院同取㫖。從蘇轍為御史中丞時所請也。庚子，于闐國、拂林國遣使入貢。 |
