5  | 洪武元年正月丁丑，太祖御奉天殿大宴群臣，宴罷，因召君臣諭之曰：「朕本布衣以有天下，實由天命。當群雄初起，所在剽掠，生民惶惶，不保朝夕。朕見其所為非道，心常不然。既而與諸將渡江，駐兵太平，深思愛民安天下之道。自是十有餘年，收攬英雄，征伐四克，賴諸將輔佐之功，尊居天位。念天下之廣，生民之眾，萬幾方殷，朕中夜寢不安枕，憂懸于心。」御史中丞劉基對曰：「往者四方未定，勞煩聖慮。今四海一家，宜少紓其憂。」太祖曰：「堯、舜聖人，處無為之世，尚且憂之，矧德匪唐虞，治非雍熙，天下之民方脫創殘，其得無憂乎？夫處天下者當以天下為憂，處一國者當以一國為憂，處一家者當以一家為憂。且以一身與天下國家言之，身小也，所行不謹，或致顛蹶，所養不道，或生疢疾。況天下國家之重，豈可頃刻而忘警畏耶？ |
