送周朝議守漢州。五代孟氏竊據蜀土，國用褊狭，始有𣙜茶之法，藝祖平蜀罷去，一切橫斂，茶遂無禁。熈寧初，王安石、呂恵卿相繼秉政，邉事寖興，以財用為急。七年，李杞以三司判官提舉成都䓁路茶事，初立茶法，一切禁止民間私買，後一嵗，杞以疾奉祠，都官郎中劉佐繼杞為提舉而益病矣，侍御史周尹言：「成都府路置埸𣙜買諸州茶，盡以入官，㝡為公私之害。初，李杞倡行敝法，劉佐攘代，其任無他，方術惟割剥扵下而人不聊生矣，臣受命入蜀，乃知為害甚鉅，有知彭州呂陶、知蜀州吳司孟䒭奏可，以参騐徃者，杞佐繼陳苛法，即信用其言，今議者條其刓蠧，悉皆眀白，未即采聼，乞罷𣙜茶之法，許通商買賣，以安逺方。尹還，未至都，坐是除提㸃湖北路刑獄。元豐二年四月，李稷言：「自𣙜茶法行，至元年秋凡一年，通計課利已支見在凡七十六萬緡」。上批：「稷能推原法意，日就事功，宜速遷擢，以勸在位」。稷自蜀擢陝西轉運使，助成伐夏之役，督餉出境，従給事中徐禧城永樂，為夏人所圍，遂與將士俱沒。元祐初，蘇子由在諌省及西棭極論之，稍去其害，詩云：「茶為西南病」。岷俗記二李者，謂此也。
