6  | 戊寅，監察御史黄慶基言：「朝廷仁愛斯民，捄患恤災，使無失所之歎者，在加意於賑濟，故比歳淮甸旱，倉廩不足以給民，至以上供綱運米賙之。前年浙西水，本路歲計不足，至使江西、湖北運米以濟之，所費無慮數百萬，然而不惜重費以濟一時，不若修舉良法以垂恵於萬世。蓋義倉者，良法也，始自隋長孫平建議曰：古者三年耕，有一年之積，九年作有三年之儲，雖有水旱，人無菜色，皆由勸導有方，蓄積先備，故歴世行之以為利焉。元豐間，先帝復行其法，以為隋、唐取於民太重，慮民不堪其求，於是納苗米一石者，輸義倉米五升，可謂至薄矣。夫樂歲粒米狼戾，雖多取之不為虐，又況納苗米一石，止輸五升，固非重斂也，蓄積稍豐，或有水旱，則所至倉廩自足以濟民矣。臣去歲道過太平州，見饑民甚衆，而無流亡溝壑者，蓋猶有當目義倉所積之米，足以賑濟故也。又聞蘇湖之民，雖蒙朝廷運米以濟之，然饑者朝不及夕，往往不得霑上之恵，而殍踣者多矣，乃知義倉誠天下之良法，今其條制具在，望自今歳復行」。詔令戶部詳度。 知越州蔡卞知潤州。知廬州朱服知夀州。秘書少監王古兼國子祭酒。己卯，新除吏部尚書李清臣為資政殿學士、知真定府，以權給事中姚勔論清臣不當召用故也。 |
