30  | 建中靖國元年，詔諸路轉運司以歲入財用置都籍，定諸州租額，且計一路凡數；即有贏縮，書其籍。崇寧元年，又令：「歲以錢穀出入名數報提刑司保驗，以上戶部；戶部歲條諸路轉運使財賦虧贏，以行賞罰。諸路無額錢物，立式下提刑司，括三年外未發數，期以一季聞奏。」二年，官吏違負上供錢物，以分數為科罪之等，不及九分者罪以徒，多者更加之。歲首則列次年之數，聞於漕司，考實申部。又以督限未嚴，更一季為一月。然國之經費，往往不給。 |
