臣聞帝王治天下之大要有二,曰文與武而已。仁以育天下,故凡獎崇儒彥、懷保黔黎,于以經緯天地而為安定之功,皆文之屬也。義以正天下,故凡選將擇帥、振勵卒徒,於以消折奸宄而為安定之功,皆武之屬也。有武而無文以濟之,則過於義而傷於剛,無以存渾厚之治體;有文而無武以濟之,則過於仁而流於柔,無以立精明之治功。故是二者猶天之二氣,不可相勝;猶車之兩輪,不可缺一。陸賈所謂久長之術,正在是也。若所謂創業以武,守成以文,是蓋各就其重者言之耳。如使創業者而無事乎文,則肇修人紀、重民五教者非耶?如使守成者而無事于武,則克詰戎兵、張惶六帥者非耶?慨自封建裂而文武分,井田壞而兵農判,文事簿書,武事弓矢,而各職其職矣。兵執干戈,農執耒耜,而各事其事矣。噫,兵農一致,文武同方,古之法豈不可復於今耶?蓋嘗質諸古矣,欽明文思、睿哲文明、文命之四敷、人紀之肇修、五教之克重,堯舜禹湯文武之文德也;四凶之誅,三苗之征、防風之戮、升之師、牧野之戰,堯舜禹湯文武之武功也。彼稱堯之德,曰乃武乃文,蓋舉其全而言之。舜禹稱文明文命而不及武,湯稱聖武而不及文,周謨之烈各專其一,蓋就其偏而言之耳。論者徒見三代迭尚而不言武,而不知尚忠尚質尚文之中,武備素具矣,豈輕武乎?徒見周烈四民而兵不與,而不知井邑邱甸同成之中,兵政默寓矣,豈忽於兵乎?自是而後,則有可慨者矣。誅秦興漢,武功已著,而大牢一祀,庶知尚文矣,終不足以蓋輕儒之失;除隋肇唐,武略已振,而崇文一館,庶知尚文矣,終不足以掩慚德之譏。掃五代而致建隆之治,武威亦云肅矣,夜分觀書,文教是崇,而終不足以復帝王之舊。創業若是而處,可兼乎文耶?宣室召賢,務德化民,而殿廷習射,終莫刷凶奴之恥。廷英論道,文風丕振,而淮蔡甫平,遂以肇驕恣之禍。求遺書而致大平之治,政教亦休明矣,河西河東既平,兩浙納土,而終不能復中國之舊,守成若是而處,可許其兼乎武耶?夫弓鞭是事而文教不純,則除亂之功不足以比湯武;詞章是尚而武功不競,則致治之美又豈能如成康乎?論者又謂,天下安,注意相。夫任相以治民,道也。然任相而忽將,則緩急何所倚耶?又謂天下雖安,忘戰則危。夫講武以治兵,道也,使恃治而忘亂,則安全可常保耶?大抵文德敷而后民生遂,武功立而后兵力強。缺一則偏,缺二則亡,御天下之常道也。帝王與後世異者,其幾正決於此。
